Cagliari, the main urban centre of Sardinia, is a port city that blends a strong historical identity with an increasingly international outlook. In this dynamic context, mobility and parking management represent a fundamental lever to improve urban quality life and ensure a positive experience for both residents and visitors.
Parkar, the company responsible for parking management and jointly owned by CTM SpA and the Municipality of Cagliari, together with HUB Italia, developed a project for the modernisation and centralisation of four parking facilities in the city centre: Manzoni, Cesare Battisti, Nazzari, and Piazza Nuova.
Before the intervention, the systems were outdated and no longer suited to meet the increasing turnover of users and their diverse needs. The goal was to create an integrated and reliable system capable of effectively monitoring and managing access, while also improving service levels and the perception of safety.
HUB Italia implemented a modern and scalable parking system based on the JMS (Janus Management System) software, enabling the Municipality of Cagliari to monitor and manage all four parking facilities from a single interface. Through JMS, the operator can view the status of the facilities in real time, control access, analyse usage data, and respond promptly when needed. In particular, the advanced reporting and monitoring features have proven essential for improving operational management and supporting strategic decisions, always informed by performance analysis.
All parking facilities have been equipped with entry terminals issuing tickets for occasional users and License Plate Recognition (LPR) systems for subscribers, as well as APS Automatic Pay Stations offering multiple payment methods, including cash, credit cards, and mobile/app payments.

The reliability of the technology and the performance of the JMS software have fully met the operator’s expectations and the desired standards of excellence, especially in terms of operational control and data analysis.
